Why Packaging Compliance Evidence Must Match the Order

A certificate can support a packaging review, but it should not be treated as proof for every product, material or shipment. Buyers should confirm that each document matches the legal entity, product specification, intended market and relevant production period.

The evidence required for a PE bag or film depends on its application. Food-contact packaging, apparel bags, industrial liners and general retail packaging may be subject to different customer requirements, test methods and regulatory boundaries.

1. Identify the Exact Product and Market

Begin with the finished-product specification rather than a general company certificate. Record the material, dimensions, thickness, additives, colorants, printing, closure type, intended use and destination market.

Requirements should be confirmed for the specific order. A document prepared for one resin, sample or market may not support a different finished product.

2. Check the Scope of Each Document

For every declaration, certificate or laboratory report, verify:

  • The applicant, manufacturer and supplier identities
  • The tested material or finished-product description
  • The sample identification and applicable specification
  • The test method, measured substances and reporting limits
  • The issue date, report number and issuing organization
  • Any exclusions, limitations or validity conditions

A report should not be described as covering PFAS, food contact, recycled content or another requirement unless its actual scope supports that statement.

3. Connect Evidence to Production Records

Where traceability is required, buyers can ask how the supplier connects approved materials and specifications to production records. Relevant records may include purchase information, material codes, production dates, inspection results, retained samples and shipment references.

The appropriate level of traceability depends on the product, customer requirements and the supplier’s documented system. Buyers should verify the available records before placing the order rather than assuming that every shipment has batch-level digital traceability.

4. Define When Evidence Must Be Updated

A fixed quarterly schedule is not automatically suitable for every requirement. Evidence may need review when the material, additive, ink, supplier, specification, manufacturing process, intended use or applicable requirement changes.

The purchase agreement should identify which changes require notification, approval, renewed declarations or additional testing.

5. Build an Order-Level Evidence File

A practical evidence file may contain:

  • The approved product specification
  • Material, additive and ink declarations where applicable
  • Relevant laboratory reports and their scope
  • Approved artwork and printing requirements
  • Inspection criteria and acceptance results
  • Change-control and traceability records
