Packaging Transparency Requires More Than a Factory Address
Supplier identity and production location remain important, but buyers increasingly need information about the material, finished construction and evidence supporting a particular packaging order.
Requirements may arise from chemical regulations, food-contact rules, packaging legislation, retailer specifications or a buyer’s restricted-substance policy. The applicable obligation depends on the destination market, intended use, packaging structure and organization placing the product on the market.
A useful compliance record should connect the approved specification to the relevant material declarations, laboratory reports and production information. A certificate displayed on a general website is not sufficient if it cannot be matched to the quoted product.
What a Packaging Compliance File Should Contain
The documentation required for a project should be agreed during quotation. Depending on the application, a buyer may request:
- Approved product specification and revision number
- Legal manufacturer and applicable production site
- PE type, material grade and declared recycled-content percentage
- Identification of masterbatch, ink, adhesive, zipper and functional additives where relevant
- Supplier declarations and laboratory reports applicable to the selected construction
- Purchase order, production-lot or shipment reference
- Inspection results for agreed dimensions, thickness, seals, printing or closure performance
- Document issue date, validity period and responsible issuing organization
Traceability Must Be Defined Before It Is Promised
“Traceable” can describe several different levels of record control. A supplier may be able to connect a shipment to a finished-production lot, while a more detailed system may also identify the resin grade, incoming-material lot, production date, equipment or inspection record.
Buyers should state the required level of traceability in the RFQ and confirm it through a sample document package. Do not assume that a company-level certificate, quarterly file or material report automatically provides finished-order traceability.
Minimum Record Link
At minimum, the buyer should be able to connect the delivered item to the approved product specification, purchase order and finished-production identification used by the supplier.
Additional Lot-Level Records
Where required by the application or customer agreement, the parties may also define links to raw-material identification, production records, inspection results and retained samples. Availability and retention periods should be confirmed in writing.
Digital Labels and QR Codes Are Access Tools
A QR code can provide convenient access to an online document set, but the code itself does not prove compliance, traceability or authenticity. The underlying records still need to identify the applicable product, sample, production entity, test scope and validity.
Before implementing digital access, buyers and suppliers should agree on:
- Whether the code identifies a product family, purchase order, production lot or individual shipment
- Which documents are available through the link
- Who can access, replace or update those documents
- How document revisions and expiration dates are shown
- How confidential information and personal data are protected
- What happens if the online service or link becomes unavailable
If a project requires QR-based documentation, its scope and availability should be confirmed in the approved quotation. It should not be presented as a standard feature of every shipment unless that process has actually been implemented.
How to Evaluate PFAS Evidence
“PFAS-free” is often used without explaining the evidence behind the statement. Buyers should define the required scope and distinguish among:
- A no-intentional-addition declaration
- Component declarations covering resin, processing aids, masterbatch, ink, adhesive and closure materials
- Laboratory testing of a representative material sample
- Testing of the finished bag or an order-specific production sample
These evidence levels are not interchangeable. A laboratory report should identify the applicant, tested sample, analytical scope, method, reporting limits and test date. Its applicability to the ordered construction must be reviewed separately.
Material Origin Does Not Replace Finished-Product Review
Virgin and recycled-content PE can both be suitable for packaging projects when the proposed formulation meets the approved performance and documentation requirements.
Virgin resin may provide advantages for certain clarity, formulation-control or food-contact applications. Recycled-content PE may support other sustainability or regulatory objectives. Neither option automatically proves chemical compliance or finished-bag performance.
Buyers should assess the complete construction, including additives, colorants, printing inks, adhesives and closure components, rather than relying only on the base-resin description.
Questions to Ask During Supplier Qualification
- Which legal entity and production site apply to the proposed product?
- Can the delivered bags be linked to a production lot and approved specification?
- Which raw-material and component records are retained?
- Does each report cover the exact material or only a representative sample?
- Are ink, adhesive, zipper and additives included in the document scope?
- What document validity and retention periods apply?
- Can an anonymized sample document package be reviewed before ordering?
- Which records will accompany the quotation, production lot or shipment?
Conclusion
Digital traceability can make packaging records easier to retrieve, but access technology is not a substitute for accurate, product-specific evidence. The value of a compliance file depends on whether its documents can be connected to the approved construction and relevant production records.
