Global PE Resin Weekly: LDPE, LLDPE & HDPE | Week 35, 2026

Executive summary

The global polyethylene market remained regionally divided during the week ending August 28, 2026.

China’s LLDPE futures softened on August 27 after a volatile period, while regional spot indications remained mixed. Maintenance-related production losses provided some supply support, but buyers continued to purchase cautiously.

European PE markets showed selective cost-driven firmness, particularly in HDPE spot material, although weak seasonal demand continued to limit the ability of producers to pass through every feedstock increase.

In North America, the market was still digesting substantial contract-price reductions from June and July while suppliers attempted to establish new August increases.

For PE packaging buyers, this is not a market that supports one simple conclusion such as “all resin prices are rising” or “all grades are falling.” Material grade, region, supplier inventory, freight and order timing remain decisive.

Key market indicators

Indicator Latest public observation Market implication
China DCE LLDPE January 2027 contract CNY 7,595/tonne on August 27 Down CNY 37 for the session
China regional LLDPE indications Approximately CNY 8,360–8,800/tonne Spot markets remained regionally mixed
China PE maintenance-related production loss 665,000 tonnes as of August 18 Up 6.57% month on month
Northwest Europe HDPE film spot indication EUR 1,125–1,135/tonne on August 14 Up EUR 30/tonne week on week
US and Canadian July PE contracts Down approximately 10 cents/lb Followed a larger June reduction
US commercial crude inventory 428.9 million barrels for week ending August 21 Almost unchanged week on week

These figures represent different products, delivery conditions, dates and market structures. They should not be compared as if they were equivalent delivered resin prices.

China: LLDPE futures ease while spot markets remain mixed

The Dalian Commodity Exchange’s most actively traded LLDPE contract closed at CNY 7,595 per tonne on August 27, down CNY 37 for the session. The quoted contract had shifted to January 2027 delivery, so it should be viewed as a forward-market indicator rather than the current delivered price paid by a packaging factory. CommoPlast, August 27, 2026

Regional Chinese LLDPE indications on August 27 ranged from approximately CNY 8,360 per tonne in Northwest China to CNY 8,800 per tonne in South China. Some regions moved slightly higher while others declined, reinforcing the view that the domestic market was not following one uniform direction. Mysteel/OilChem LLDPE market data, August 27, 2026

The difference between futures and regional spot indications is important. Futures reflect expectations and financial positioning, while physical offers also include grade availability, location, delivery terms, producer inventory and local demand.

A single futures decline therefore does not automatically mean that every PE film converter will receive a lower resin quotation immediately.

Supply support from maintenance, but capacity pressure remains

Maintenance-related PE production losses in China reached approximately 665,000 tonnes as of August 18, an increase of 6.57% from the previous month. Public market data also indicated lower sampled inventories for LDPE, LLDPE and HDPE compared with the previous year. OilChem, August 21, 2026

These conditions can support short-term offers when particular grades become less available.

However, the longer-term supply picture remains more complicated. New Chinese PE capacity and flexible LLDPE/HDPE production units continue to increase the market’s potential output. As plants restart from maintenance or new units raise operating rates, supply pressure can return quickly.

The practical result is a market that may experience short periods of firmness without establishing a sustained upward trend.

LDPE: availability matters more than a broad PE index

LDPE should be evaluated separately from LLDPE and HDPE.

LDPE film grades are used when softness, clarity, processing behaviour or sealing characteristics are important. Availability can tighten independently because LDPE is produced on different equipment from many LLDPE and HDPE grades.

For custom PE bag buyers, an increase in a general LLDPE futures contract does not provide enough information to calculate the cost of an LDPE bag. The factory’s actual resin grade, formulation, additives and available inventory are more relevant.

Buyers should therefore confirm whether a quotation is based on:

  • Virgin LDPE

  • An LDPE and LLDPE blend

  • EVA-modified material

  • Recycled-content material

  • A special clarity or sealing grade

  • Existing factory inventory or newly purchased resin

LLDPE: futures weakness does not guarantee immediate spot reductions

LLDPE is widely used to improve film strength, puncture resistance and downgauging performance. It is also the PE grade with the most visible Chinese futures reference.

The August 27 decline in the DCE contract suggests that market participants remained cautious about forward demand and supply. However, the regional spot range and continuing maintenance losses show why converters may not reduce offers immediately.

A packaging factory may also hold resin purchased earlier at a different price. Finished-bag quotations therefore respond to resin movements with a delay rather than changing in exact daily alignment with futures.

HDPE: grade-specific conditions remain important

HDPE film, blow-moulding and injection grades serve different applications and should not be treated as one interchangeable market.

In Europe, public assessments for HDPE film and blow-moulding spot material in Northwest Europe increased by approximately EUR 30 per tonne during the week reported on August 14. The movement was attributed mainly to higher ethylene replacement costs, while contract markets remained more stable because demand was still slow. Polymerupdate, August 14, 2026

This is a useful example of why spot and contract prices may move differently. Spot buyers react more quickly to replacement cost and immediate availability, while contract buyers may be protected temporarily by negotiated supply arrangements.

For PE bag applications, HDPE may provide greater stiffness and a more paper-like feel than LDPE, but material selection should be based on the required performance rather than only the lowest weekly resin price.

North America: previous reductions compete with new increase attempts

US and Canadian July PE contracts were reported to have settled approximately 10 cents per pound lower. Combined with the reported June reduction, domestic contract prices had fallen substantially over two months, even though export indications strengthened during part of July. Argus Media, August 7, 2026

Several producers subsequently sought August increases. A proposed increase, however, should not be described as a completed market settlement.

The outcome depends on:

  • Producer inventory

  • Export opportunities

  • Domestic demand

  • Grade availability

  • Feedstock costs

  • Buyer contract structure

  • Competitor offers

This creates a negotiation period in which supplier announcements and completed transactions may point in different directions.

Feedstock and energy context

The US Energy Information Administration reported commercial crude inventories of approximately 428.9 million barrels for the week ending August 21, an increase of only about 95,000 barrels from the previous week. Total crude inventories including the Strategic Petroleum Reserve declined because SPR stocks fell during the week. US EIA, released August 26, 2026

The near-flat commercial inventory result did not provide a simple directional signal for polyethylene.

Crude oil influences naphtha and petrochemical economics, particularly in regions using liquid feedstocks. However, PE prices do not move in a fixed daily relationship with crude oil. Ethane economics, ethylene availability, plant operating rates, inventories, freight and local demand can delay or offset the effect.

What this means for PE packaging buyers

1. Do not use one PE price as a universal benchmark

LDPE, LLDPE and HDPE have different supply conditions and performance characteristics. A quotation should identify the material or formulation on which it is based.

2. Separate resin cost from the finished-bag price

The finished price may also include:

  • Film extrusion

  • Printing plates and ink

  • Bag conversion

  • Zipper or closure components

  • Inspection

  • Packing

  • Tooling

  • Waste allowance

  • Freight

  • Order quantity

A 2% resin-price movement does not necessarily create a 2% change in the finished packaging quotation.

3. Check quotation validity

During a volatile period, buyers should confirm how long the price remains valid and whether it is based on available inventory or future resin purchases.

4. Avoid changing a validated specification only to follow a weekly price

Switching resin grades can affect clarity, stiffness, seal performance, puncture resistance and processing stability. Any material change should be validated against the packaging application.

5. Compare quotations using the same specification

Two quotations are not directly comparable if they use different thickness definitions, resin formulations, dimensions, tolerances or packing methods.

Outlook for the next one to two weeks

Base case: range-bound and regionally mixed

The most likely short-term outcome is continued negotiation and mixed regional movement. Weak downstream demand may restrict increases, while maintenance and grade-specific availability prevent broad declines.

Upside risks

PE offers may strengthen if:

  • Maintenance losses increase

  • Producers reduce operating rates

  • Crude oil or naphtha rises sharply

  • Freight disruptions restrict imported supply

  • Downstream factories rebuild inventory

  • Particular LDPE or HDPE film grades become scarce

Downside risks

Prices may weaken if:

  • New capacity increases commercial output

  • Maintenance units restart quickly

  • Futures remain under pressure

  • Export demand slows

  • Producer and trader inventories rise

  • Buyers continue purchasing only for immediate requirements

Buyer’s weekly checklist

Before confirming a new PE packaging order, ask:

  • Which PE grade or formulation is included?

  • Is the quotation based on current inventory?

  • How long is the price valid?

  • Is thickness measured per layer or for the complete bag?

  • Are recycled content and additives identified?

  • Are printing, tooling, packing and freight included?

  • Will a resin substitution require new sample approval?

  • Which cost changes could trigger a quotation review?

Frequently asked questions

Are global PE resin prices rising or falling this week?

There is no single global direction. China’s LLDPE futures softened on August 27, while some physical markets and specific grades remained supported by maintenance or replacement costs.

Does a lower LLDPE futures price mean PE bags should immediately become cheaper?

Not necessarily. Futures are a market indicator, not the complete delivered resin cost paid by every factory. Existing inventory, grade, formulation, conversion and freight also affect the finished price.

Which resin is currently the cheapest?

The answer depends on grade, region, supplier and performance requirement. The lowest-priced resin may not provide the necessary strength, clarity, sealing or stiffness for the intended bag.

Should buyers delay an order because resin prices may fall?

Delaying may be reasonable for a non-urgent order if supply is abundant, but the decision should also consider production capacity, shipping schedules and the risk of grade-specific shortages.

How often should a custom PE bag quotation be updated?

It depends on market volatility, order volume and lead time. The quotation should clearly state its validity period and the conditions that may require review.
