The lowest quoted price is not necessarily the lowest procurement cost. Buyers evaluating a custom PE packaging manufacturer in China should compare specification control, material evidence, quality records, production terms and delivery assumptions using the same RFQ.
No supplier can guarantee port entry, regulatory acceptance or arrival certainty through a general website claim. Approval should be based on evidence that matches the legal manufacturer, production location, proposed product, intended use and destination market.
1. Verify the Legal Manufacturer
A brand name, marketplace profile or trading-company page does not by itself identify the entity responsible for manufacturing the product. Before comparing technical claims, establish who will manufacture and invoice the order.
- Request the complete legal company name and registered address.
- Confirm the production-site address proposed for the order.
- Compare the company name and address across the quotation, business registration, management-system certificates and test reports.
- Ask which processes are performed in-house and which are subcontracted.
- Where a factory audit is required, ensure that it covers the facility expected to manufacture the product.

2. Define the Product Before Reviewing Compliance
General statements such as “FDA compliant,” “REACH compliant,” “PFAS-free” or “PPWR compliant” are not sufficient for approving a custom product. The required evidence depends on the exact construction and intended use.
The buyer’s specification should identify:
- LDPE, LLDPE, HDPE, blend or recycled-content requirement
- Finished dimensions and whether they are internal or external
- Nominal single-layer thickness and permitted tolerance
- Film color, additives and masterbatch
- Printing method, ink system, colors and coverage
- Zipper, slider, adhesive, label, venting and other components
- Packed product, weight, sharp-edge risk and storage conditions
- Intended use, destination market and required documents
3. Match PFAS Evidence to the Exact Sample
A Certificate of Analysis is not automatically a PFAS test report. A resin COA commonly records properties such as density or melt-flow rate and may not include analytical testing for PFAS.
Buyers should distinguish between:
- A declaration that specified PFAS substances are not intentionally added
- A resin or component supplier declaration
- A third-party report for a representative material sample
- A test report for the complete finished construction
- A report based on material taken from a specific production order
A useful test report should identify the applicant, sample description, material or construction, test method, target substances, reporting limits, laboratory, test dates and result. Its conclusion should not be extended to different colors, inks, additives or closures without review.
Virgin polyethylene does not by itself prove the absence of PFAS. The review may also need to include processing aids, masterbatch, additives, inks, coatings, adhesives and zipper components.

4. Verify Material by Records and Testing
Visual clarity and manual stretching are useful preliminary observations, but they cannot reliably identify a resin grade, recycled-content percentage, filler level or regulatory status.
A buyer requiring virgin PE should make that requirement part of the approved specification and request applicable material identification records. A buyer requesting recycled content should define its type, percentage, calculation method and required chain-of-custody evidence.
Where the formulation is commercially critical, appropriate verification may include supplier declarations, incoming-material records, density or melt-flow testing, ash-content analysis, spectroscopy or another agreed method. The test method and acceptance criteria should be established before production.
Recycled PE is not automatically defective or non-compliant, and virgin PE is not automatically suitable for every application. Both require controls appropriate to the product, performance requirements and destination market.
5. Set a Product-Specific Thickness Tolerance
There is no universal thickness tolerance that separates a qualified factory from an unqualified one. Feasible tolerances depend on the material, nominal gauge, dimensions, extrusion process, bag construction and measurement method.
Buyers should require the supplier to state:
- Whether thickness means single-layer or total combined thickness
- Nominal thickness and permitted deviation
- Measurement equipment and test method
- Number and location of measurement points
- Sampling frequency and batch-acceptance rule
- Procedure for handling an out-of-tolerance result
Flexon Pack may consider a target such as ±5% for eligible specifications when technically feasible and expressly confirmed in the approved quotation or specification. This is not a universal guarantee for every product.
Thickness control does not alone prove load capacity, puncture resistance, seal strength or automated-line compatibility. Relevant performance tests and machine trials should be specified separately.
6. Evaluate Manufacturing Capacity Against Your Order
Factory area, machine count or stated daily output can provide context, but these figures do not prove that capacity is available for a particular order. Output also varies substantially with bag dimensions, thickness, printing, closure type and packing method.
Ask the supplier to confirm:
- Relevant extrusion, printing and converting equipment for the proposed product
- Which production stages are performed at the nominated site
- Estimated production time after all approvals
- Peak-season or material-availability caveats
- Contingency process for equipment failure or delayed materials
- Whether the quotation depends on subcontracted production
7. Treat Price-Locking as a Contract Term
A factory’s scale or resin inventory does not automatically guarantee a fixed price. Resin, currency, freight and other cost inputs may change during a supply program.
If a supplier offers a price-validity period, blanket order or scheduled-release arrangement, the written terms should identify:
- Covered product specifications and quantities
- Validity period and price-adjustment triggers
- Material-reservation and payment requirements
- Release schedule and minimum shipment quantity
- Storage period, responsibility and charges
- Treatment of unused material or obsolete printed inventory
- Whether freight and duties are included or adjustable

8. Approve a Production-Representative Sample
A stock sample can demonstrate general workmanship but may not represent the proposed resin, thickness, printing, zipper, adhesive or finished construction. For critical projects, the buyer should define whether a custom prototype, printed sample or pilot production run is required.
The approved sample should be linked to a dated specification and artwork version. Acceptance of a visual sample should not replace measurable production criteria.
9. Minimum Supplier-Qualification Checklist
- Legal manufacturer and production-site identity
- Complete approved product specification
- Material and component documentation
- Applicable certificate scope and validity
- Sample-specific test evidence where required
- Production-representative sample or pilot run
- Inspection method, sampling plan and acceptance limits
- MOQ, tooling, overrun and lead-time conditions
- Incoterm, freight assumptions and delivery milestones
- Corrective-action and non-conforming-product process
