Supplier qualification for custom PE packaging should extend beyond website claims, factory photographs and approved samples. Buyers need to understand how the supplier defines the product, controls production, retains records and supports the documentation required for the intended market.
Requirements under the EU Packaging and Packaging Waste Regulation, California SB 54 and other regulations differ in scope, responsible party and implementation timeline. A supplier audit can support due diligence, but it does not by itself establish the buyer’s regulatory compliance.
Use this five-point checklist when evaluating a custom PE packaging supplier.
1. Extrusion and Thickness Control
- Ask: How is film thickness monitored and adjusted during production?
- Verify: The nominal single-layer thickness, permitted tolerance, measurement equipment, sampling locations, inspection frequency and retained records.
- Why it matters: Automatic thickness-control equipment can support process consistency, but equipment type alone does not prove that a particular tolerance is achieved. A target such as ±5% should only be relied upon when technically feasible, recorded in the approved specification and verified using an agreed inspection method.
2. Material Identification and Traceability
- Ask: Can the supplier identify the proposed PE grade, recycled-content percentage, masterbatch, additives and other relevant components?
- Verify: Whether resin certificates, declarations or other records can be linked to the quoted material and applicable production lot. A named resin manufacturer or trade grade should only be specified when it is actually required and confirmed for the order.
- Why it matters: Virgin PE does not automatically establish PFAS status, and recycled-content PE is not automatically noncompliant. PFAS evidence may need to cover resin, processing aids, masterbatch, ink, adhesive and zipper components. Buyers should define whether they require declarations, representative-sample testing or order-specific finished-product evidence.
3. Process and Finished-Product Performance
- Ask: Which characteristics are measured during production, and what acceptance criteria apply?
- Verify: Available data for thickness, dimensions, seal strength, zipper performance, printing and other characteristics relevant to the application.
- Why it matters: A visually acceptable sample does not establish repeat-production capability. Statistical process control and capability indices can be useful when the measurement system is valid, the process is stable and the calculation method is disclosed. No single Cpk threshold guarantees that a bag will withstand logistics conditions; finished-product testing is still required.
4. Regulatory and Documentation Review
- Ask: Which documents can be supplied for the exact material, construction, application and destination market?
- Verify: The applicant, manufacturer, production site, sample description, regulatory or test scope, issue date and validity of each document.
- Why it matters: PPWR does not create one universal “supplier-ready” certificate. Packaging reduction, recyclability, substances, labelling and producer obligations must be assessed against the applicable provisions and implementation dates. Any downgauging proposal should be supported by comparative testing and must not be presented as compliant merely because less material is used.
5. Capacity, Change Control and Delivery Planning
- Ask: Can the nominated production site support the required product, order quantity, inspection plan and delivery schedule?
- Verify: The responsible production site, relevant equipment, normal and peak capacity, subcontracted processes, material lead time, contingency arrangements and change-approval procedure.
- Why it matters: Factory area and machine count provide useful context but do not prove order-specific capacity or repeatability. Buyers should evaluate production planning, approved specifications, inspection records and communication procedures for the actual program.
Final Supplier-Audit Principle
A reliable supplier audit connects five elements: the legal and production entities, the approved product specification, the proposed materials, the manufacturing and inspection controls, and the documents applicable to the finished order.
Before approval, request an anonymized sample document package and test the proposed bag with the actual packed product. Record any agreed material, process or tolerance requirement in the quotation and final specification rather than relying on general marketing statements.
Scope note: Supplier information and supporting documents assist buyer due diligence. The importer, producer or other responsible economic operator must separately determine the legal requirements that apply in each destination market.
