Introduction

Buyers comparing custom PE bag quotations may receive noticeably different prices for products that initially appear identical. The difference does not necessarily mean that one supplier has a substantially higher margin.

In many cases, the quotations are based on different material formulations, thickness definitions, dimensions, printing requirements, packing methods or commercial terms.

A meaningful price comparison begins with an identical written specification.

This guide explains the main reasons custom PE bag prices vary and identifies the information buyers should align before comparing suppliers.


1. Material Formulation

The term “PE bag” can describe multiple material constructions, including:

  • Virgin LDPE, LLDPE or HDPE
  • Blends of different PE grades
  • Post-industrial or post-consumer recycled-content PE
  • Coloured or filled formulations
  • Formulations containing slip, antiblock, antistatic or other additives

Material choice affects resin cost, appearance, sealing behaviour, mechanical performance, processability and the documentation available for the finished product.

Virgin PE may be selected where clarity, controlled formulation or particular food-contact evidence is required. Recycled-content PE may be appropriate for other applications and sustainability objectives. Neither category should be treated as universally superior without considering the intended use.

Every quotation should identify the proposed polymer type, recycled-content percentage, colour, additives and any required supporting evidence.


2. Thickness Definition and Tolerance

Thickness is a major driver of bag weight and material consumption. However, suppliers may not use the same measurement convention.

Single-Layer vs. Combined Thickness

One supplier may quote the thickness of a single film layer, while another may state the combined thickness of both sides of the bag. These are not equivalent.

The RFQ should state:

  • Nominal single-layer thickness
  • Permitted thickness tolerance
  • Measurement equipment and conditioning method
  • Number and location of measurement points
  • Whether seals, zipper profiles and embossed areas are excluded

Thickness Tolerance

A tighter tolerance may require additional process control, inspection or a different construction. A target such as ±5% should only be used when it is technically feasible and confirmed in the approved specification for the applicable product.

Suppliers should not be compared using nominal thickness alone. Buyers should also compare the permitted variation and inspection method.


3. Finished Dimensions and Bag Construction

Width, length, gusset, flap and closure dimensions all affect the amount of film used in each bag. Even a modest dimensional difference can become commercially significant across a large production run.

Confirm whether dimensions refer to:

  • Internal usable dimensions or external finished dimensions
  • The area below the zipper or the complete bag length
  • Gussets in folded or fully opened condition
  • A flap, lip or header included in the stated length

Construction differences such as a single-track zipper, double-track zipper, slider, adhesive strip, vent hole, hang hole or reinforced header can also affect cost.


4. Printing and Artwork Requirements

Printing cost depends on more than the number of colours. Relevant variables include:

  • Flexographic, gravure or other printing method
  • Spot colours or process printing
  • One-side or two-side printing
  • Print coverage and ink consumption
  • Artwork repeat and bag orientation
  • Registration and colour-matching tolerances
  • Plate or cylinder charges

Two quotations described only as “four-colour printed bags” may therefore cover different production requirements.


5. Order Quantity and MOQ Conditions

MOQ may be determined by extrusion-run weight, zipper setup, printing setup, material formulation or packing requirements rather than by an arbitrary number of bags.

Ask each supplier to state:

  • MOQ for each size and artwork design
  • Whether multiple SKUs can share an extrusion or printing run
  • Plate, cylinder, tooling and sampling charges
  • Permitted production overrun or underrun
  • Price breaks at realistic release quantities
  • Whether quoted pricing applies to the first order or repeat orders

A lower unit price at a substantially higher MOQ may not produce the lowest overall inventory cost.


6. Manufacturing and Inspection Requirements

Suppliers may use different equipment, process routes and inspection plans. These differences can affect setup time, production yield and the scope of quality records included in the quotation.

Relevant requirements may include:

  • Thickness and dimensional inspections
  • Seal-strength or leak testing
  • Zipper alignment and closure checks
  • Print registration and adhesion checks
  • Barcode verification
  • Production-representative samples
  • Lot identification and inspection reports
  • Third-party pre-shipment inspection

More extensive inspection may add cost or lead time, but it also defines how the parties will determine whether delivered goods conform to the approved specification.


7. Packing and Logistics

Quotation differences may include costs outside the bag itself, such as:

  • Carton labels and barcodes
  • Pallets, corner protection and stretch wrapping

Compare the units per carton, carton dimensions, net and gross weight, pallet configuration, estimated loading quantity and Incoterm. An ex-works quotation should not be compared directly with a delivered quotation.


8. Compliance and Documentation

Regulatory and customer-specific documentation can affect both cost and lead time. The required evidence depends on the destination market, intended use and complete product construction.

  • Food contact: Evidence should identify the applicable regulatory basis, material or sample and intended conditions of use.
  • REACH: Buyers should consider the finished article and relevant components, including colourants, inks, adhesives and closures.
  • PFAS requirements: Define whether the buyer requires a no-intentional-addition declaration, component declarations, representative-sample testing or order-specific finished-product testing.
  • RoHS: RoHS principally applies to electrical and electronic equipment. Restricted-substance evidence for packaging may nevertheless be requested as a contractual customer requirement.
  • Recycled-content claims: Define the source, percentage, calculation method and required chain-of-custody evidence.

A general company certificate does not automatically establish compliance for every custom bag. Buyers should confirm the applicant, manufacturer, production site, tested sample, scope, date and applicability of each document.


9. Lead Time and Commercial Terms

Suppliers may calculate lead time from different starting points. One quotation may count from deposit receipt, while another begins after artwork, specification and sample approval.

Confirm:

  • The event that starts the production lead time
  • Whether tooling and laboratory testing are included
  • Peak-season or material-availability conditions
  • Payment terms and currency
  • Quotation validity
  • Incoterm and delivery destination
  • Responsibility for inspection and shipment release

These terms can materially change cash flow, inventory exposure and landed cost even when the quoted unit prices appear similar.


10. How to Compare Quotations Correctly

Send every supplier the same RFQ and request a written response against each requirement.
